Instructions

  3. Gradually add flour, salt, and pepper, mixing until the mixture holds together.

  4. Divide the mixture into 8-10 portions and shape into patties.

  5. Heat vegetable oil in a large skillet over medium heat.

  6. Fry fish cakes until golden brown, about 4-5 minutes per side.

  7. Serve hot with tartar sauce or lemon wedges.
